'Arising from this report Council determined that all Committees should fully implement a 'by exception' style of delegation by approving the delegation of all functions to the relevant Chief Officer subject to specific matters being reserved for decision by the relevant Member level forum.

'To varying degrees this framework for the delegation of powers has been implemented by the Council's Committees with the purpose of maximising delegations to Chief Officers. Given the Council decisions of 28th April and the rationalisation of the Committee structure in May 1993 it is necessary that all Committees introduce or revisit this scheme of delegation. In consequence we considered a report at our meeting on the 16 March 1994.'
