In this case, the application was assessed on the basis of parental income and the outcome was that the parental income exceeded the cost of the course, which is the value of the various allowances that apply in the case of a student under 18 years of age living elsewhere than at home. • London Borough of Hammersmith and Fulham for a letter explaining a new rent arrears policy

'The increase will vary from a minimum of £1.20 per week to a maximum of £3.00 per week. Most tenants will not have the full increase of £3.00 applied, unless they are already in rent arrears above a certain level, or get into rent arrears during the course of the year. In those circumstances, the new rents policy means that the difference between the increase on 1st April 1985 and the full amount of £3.00 will be applied at a later date, unless one of the steps listed below is taken to reduce the arrears.

'Your rent account will be examined each week for 13 weeks, commencing on Monday 18th February 1985 until Sunday 19th May 1985. Unless the full increase of £3.00 has been applied from 1st April 1985, if, during this time you are in rent arrears of more than an amount equivalent to eight weeks total charges payable and you do not satisfy one of the three conditions listed below, the difference between the increase of 1st April 1985 and the full amount of £3.00 will be applied from 1st July 1985. This could be as much as £1.80 extra per week.'
